Developing Communication and Lobby Strategies

Training for LGAs at national and regional levels


Local government associations are established in order to function – among other things – as representative bodies of local governments towards national and international institutions. The ARIAL programme aims at strengthening this advocacy and lobby role by organizing two regional trainings: the first aiming at improving the dialogue between local government associations and national/international institutions in development programmes, and the second training aiming at improving the communication and lobby strategies of local government associations towards national decision-makers and their members.

 

Having implemented the first of these two trainings in November and December 2011 in all six regions of the African, Caribbean and Pacific countries, ARIAL now prepares for the follow-up training: “developing Local Government Association communication, lobby and policy strategies”. The training will cover the following topics: (1) policy development and priority-setting and (2) communication / lobby strategy.

 

During the training, representatives of the local government associations will be encouraged to work on a lobby and communication action plan/strategy of their association. Defining their communication goals, target groups and instruments and how to monitor progress will be part of the training. The focus of the lobby session will be laid on drafting position papers.

As follow-up to the training, the ARIAL programme will assist the local government associations in developing an Action Plan for involvement in relevant political dialogues in their countries.

Testimonials training for LGAs


The first set of regional trainings of the ARIAL programme took place in November and December 2011. This training provided local government associations with the necessary knowledge on how to assume their role in the dialogue on development policies with national institutions and development partners (especially the EU). The local government associations learned about the basic roles of these organizations, as well as the content of the existing policies/projects and upcoming programming concerning local governments.

 

 

EALGA training – Eastern Africa

 

This workshop has been a very important event for us to learn of how to know our strengths, weaknesses, possible opportunities and threats. We are learning about donors and their interests, what they want to see on project proposals. From this training we will be able to apply for donor funding for development projects in the local government sector.”

This training is very useful and has been well organized. Bringing people together from all over the region helps us to share experiences of local governance. We have different set-backs at home and so when we come together for training there is a lot of learning taking place.
