The Emerging Local Government Associations – with the support of ARIAL – are

Revising and drafting constitutions

New Local Government Associations still require a juridical acknowledgement and organisational design. The five selected Local Government Associations that work with the support of ELGAF financial and technical support started working on this design. These are key moments in the development of the associations, as the constitutional document contains guiding information on the vision and mandate of the association, the decision-making powers, the rights and obligations of member local governments, Financial contributions that are expected from the local governments to the associations and so on. The constitution will be the main document to guarantee independence, representatively, legitimacy and financial and organizational sustainability. The new associations acquired juridical advise to help them (re-) design their constitutions. Also constitutions from existing associations were consulted to better understand the functionality of these documents in practice. Soon KiLGA (Kiribati), LAAV (Vanuatu), SWALGA (Swaziland), and ANCT (Chad) and Gabon (AGC) will present the documents to their local government members and request their approval.

Preparing national assemblies

Up-coming are several general membership assemblies, where all local governments in a country come together to decide on the strategy and future of the Association of Local Governments. KiLGA will be the first to organise their National Forum in February 2012, LAAV will follow in April 2012, and Chad is awaiting the results of the elections held end of January to plan their next general assembly. ARIAL is supporting the organisation of these assemblies with the preparation of strategic agenda’s, plans and the decision-making and consultation process.

Working on visibility

Local Government Associations can easily win support for their activities, when local governments are aware about the activities and feel represented or targeted by the activities. The visibility of new Local Government Associations is important to get more and more local governments involved in the activities. SWALGA was the first to launch a new website. KiLGA is contesting the best design of their new logo.
