New Local Government Associations start with great ambition, many ideas and expectations. These can only be successful when strategically thought through, discussed, planned and adequately budgeted for. The five selected Local Government Associations (LGA) that work with financial and technical support of the Emerging Local Government Association Facility (ELGAF) started working on strategic plans, and work or action plans. Local Government Associations mainly represent local governments and lobby for their interests towards national governments and international organisations.

Local government associations are established in order to function – among other things – as representative bodies of local governments towards national and international institutions. The ARIAL programme aims at strengthening this advocacy and lobby role by organizing two regional trainings: the first aiming at improving the dialogue between local government associations and national/international institutions in development programmes, and the second training aiming at improving the communication and lobby strategies of local government associations towards national decision-makers and their members.

The recruitment process of the Regional Local Government Associations supported by the ARIAL programme is being finalized. Two RLGAs have been fully staffed, and also the recruitment of the other two RLGAs is going on. The RLGA staff will be instrumental in supporting the Local Government Associations in their regions. |

The ELGAF has selected five Local Government Associations to receive financial and technical support. Currently they are revising and drafting constitutions, preparing national asemblies and working on their visibility.

During the successful trainings the participants worked on a Concept Note for the EU Non-State Actor/Local Authorities fund. After the trainings there was the opportunity for the regional local government associations to receive expert support in order to produce and submit a full proposal. This expert support is received by EALGA, SARO, a consortium in the Western African region and one consortium in the Pacific region. Soon the proposals will be submitted to the EU, and hopefully they will be accepted. |
For the implementation of the project on Supporting and Strengthening Local Government Associations at ACP National and Regional Levels (ARIAL), the Caribbean Association of Local Government Authorities (CALGA) is looking for 2 technical officers to service the Caribbean region. On the basis of the responses to the questionnaire that ARIAL sent out to all Local Government Associations in Africa, the Caribbean and the Pacific, the decision was taken to support the 4 existing Regional Local Governments Associations for the Caribbean, West Africa, East and Southern Africa. In the Pacific and Central Africa no regional umbrellas exist. All 4 have been enabled to recruit 2 staff members, to draw up a 2-year work plan and to strengthen their functioning on the basis of a needs’ assessment.
