The two island Federation of St Kitts and Nevis is institutionally divided into 14 parishes which form the administrative structures of the federal government. There are 9 parishes on St Kitts and a further 5 on Nevis. In addition Nevis has a single island authority and is the only institutionalized form of local government that exists within the federation although practical its powers remain limited. Local affairs on St Kitts are all managed from the central level. National elections take place every five years and were most recently held in 2010.

Legislative reforms concerning strengthening local authorities further has been limited to a referendum in 1998 on ‘Nevis secession from the federation’. The referendum however did not reach the constitutionally required two-thirds majority. Despite further lack of legal empowerment of localities, civil society is seen as critical to nationwide development. Thus local communities are encouraged to participate in development projects such as sustainable energy development and agriculture.
