Local government in Equatorial Guinea falls under the Ministry of Interior and Territorial Administration in cooperation with several other thematic ministries active on the provincial and district level. The administrative division from the central government in Malabo to the municipal level falling under the supervision of the Ministry of Interior and Territorial Administration is formed as follows. There are two main regions; the continental and insular. The regions are divided into a total of 7 provinces; 2 on the island of Bioko, 1 on the smaller island of Annobón and the remaining 4 provinces are positioned on the continental Rió Muni region. In total, 30 districts and 41 urban municipalities exist, completed by traditional chiefdoms and village communities. Provincial governors are appointed by the president for a period of 5 years, on the municipal level local councils are elected who delegate representatives to the national assembly. Most recently local elections were held in 2004. New elections are not yet planned following political unrest at the national level where the latest election was held in 2008.

The responsibilities of local government in Equatorial Guinea are laid down in the constitution of 1991 but are altogether limited. The main function of local authorities is to assist and promote in the implementation of social and economic development projects initiated and directed by national government. The role of municipalities is in the first place as primary agent of the national state. Legally and practically localities have little influence on policymaking. Although Equatorial Guinea seems committed to more openness and democracy in recent years local government has yet to be involved in this process.
