Niue

GENERAL INFORMATION ON LOCAL GOVERNMENT

 

The island of Niue has been an independent self-governing territory since 1974 when it opted for self-government in a referendum. Before 1974 Niue was a territory of New Zealand. The linkage with New Zealand was maintained in a so-called free association after 1974 focusing on themes such as defense and foreign policy. In addition, all inhabitants of Niue are also New Zealand nationals. Even though Niue is a small and thinly populated island local government plays a pivotal part in the countries government structure. Fourteen village councils form the basis of both the local government structure as the institutional and administrative division of Niue. Village council officials are elected for a period of three years in elections held parallel to the parliamentary elections most recently in 2011. The village elections also provide for the election of members of the Niue national assembly or Fono Ekepule by delegation of some members.

 

Local government shaped through the village structure is established under the 1967 Village Council Act. This Act provides for the instatement of the councils and their position in national government. Villages are generally allocated with responsibilities such as initiating and implementing projects that enhance welfare and improve among other things healthcare, education and infrastructure. No subsequent legislation has been put into action.

 

On Niue, development schemes are often organized in cooperation with third parties. For example the Niue National Capacity Development Strategy and Action Plan focuses on providing all government levels with technical and practical resources in order to meet set goals such as the Millennium Development Goals. Next to overarching national programs influencing localities there are also programs aimed specifically at local government. The Niue Community-Centered Sustainable Development Plan puts localities in a central role managing and improving their immediate environment making it more sustainable. Also tourism is placed high on the agenda as a key income area for the islanders of Niue.
