 THE WEST AFRICAN REGIONAL OFFICE (WARO) OF UNITED CITIES AND LOCAL GOVERNMENTS OF AFRICA (UCGLA) LOOKING FOR 2 ARIAL TECHNICAL OFFICERS

 

 

 

For the implementation of the project on Supporting and Strengthening Local Government Associations at ACP National and Regional Levels (ARIAL), the United Cities and Local Governments of Africa – West Africa Regional Office (WARO) is looking for 2 technical officers.

 

1. SENIOR TECHNICAL OFFICER OF THE ARIAL PROJECT, FULL-TIME POSITION

 

Key responsibilities:


  • Development of training materials on local government development opportunities and development needs
  • Help train technical and political officials of Local Government Associations in the region in matters related to advocacy and lobbying
  • Generate overviews of priorities in local government development needs and development opportunities
  • Support Local Government Associations in gathering input from local governments on their development needs
  • Support Local Government Associations in identifying development opportunities in their country
  • Drafting of communication and policy strategies, focusing especially on lobby and advocacy role of WARO and the Local Government Associations in the Western African region.
  • Implement the communication and policy strategy of WARO; for example through the formulation of position papers and an action plan
  • Monitor and evaluate activities of Local Government Associations in matters related to lobbying and advocacy
  • Financial reporting to ARIAL consortium; ensure that deadlines are met and instructions are followed-up according to contract (cf. Financial administration manual)

 

 

Qualifications for senior technical officer:


  • University degree in a relevant field
  • Proven analytical skills
  • At least 5 years of experience with local governments in the Western African region
  • Experience in project management, preferably with Glossary Link European Union funded projects
  • Financial management skills and preferably experience with European Union project reporting requirements
  • Good French language skills, good knowledge of English is an asset
  • Prepared to travel in the region


 

2. JUNIOR TECHNICAL OFFICER OF THE ARIAL PROJECT, FULL-TIME POSITION

 

The junior technical officer will support the senior technical officer in his/her key-responsibilities.

 

Qualifications for junior technical officer:

 

- University degree in a relevant field

- Proven analytical skills

- Experience with local governments in the Western African region

- Experience in project management and knowledge of financial management is an asset

- Good French language skills, good knowledge of English is an asset.

 

Nationals from the Western African region, especially women and minority groups, are encouraged to apply.
