Activities
The ARIAL programme starts off with a needs assessment of local government associations in which the capacities of LGAs at this point of time are measured. Furthermore, at the outset of the project, a questionnaire will be sent around in which LGAs are questioned about the interaction between national local government associations and international and regional groupings. The findings of the assessment and the questionnaire serve as basis of subsequent activities of ARIAL Programme.
National level
Once the needs of LGA’s have been analysed, the project will start with more specific activities such as trainings on communication strategies and policy development. Overall, the project will focus on how LGAs can more effectively communicate on the needs of their members towards national institutions and development partners. At the same time, they will be trained on how they can effectively communicate with their members (local governments).
Regional level
Taking the results of the questionnaire into consideration, the project will also try to organise similar training programmes for those regional LGA’s that have been identified by the LGAs in the questionnaire. The RLGA’s will focus on communication with their members (the LGAs) and – where applicable - regional development partners. Activities will focus on capacity building of the RLGA’s so that they can improve the provision of services to their members.
(Sub)continental level
At a later stage of the project, also the (sub-)continental level will get involved in the ARIAL Programme. Activities will also here start with a needs assessment of (sub-)continental LGA’s in fulfilling their role of representing their members in the political dialogue. Subsequently, action will be taken in order to respond to the needs of (sub)continental LGA’s. The ACP Local Government Platform will play an important role in the implementation of activities at the (sub-)continental level.
