The overall objective of the ARIAL programme is to improve the quality of local government in the African, Caribbean and Pacific region (ACP). Local governments play a central role in the daily lives of people and provide those facilities crucial for personal development. Strengthening the capacities of local governments is therefore an essential requirement for a successful development policy.
Strengthening local governments however is only possible when their needs and ambitions are heard. Involving them in their own development is a crucial prerequisite for success. This principle lies at the heart of the ARIAL programme. Local Governments are not only seen as essential beneficiaries of EU-ACP development policies, but also as essential partners.
Pro-active participation and effective representation of local governments are therefore key elements for success and both are key elements of our specific objective:
Arial improves the participative power of local governments through the strengthening of its primal representative bodies; the Associations of Local Governments (LGA's) at national, regional and sub-continental level.
Effective and efficient representation are at the core of the ARIAL programme. A bottom-up, membership-driven approach is therefore an essential basic requirement. Only with a supportive membership base and strong communication policies on the LGA level can we achieve long-term sustainable benefits extending beyond the life of the programme.
By improving the capacity of LGA's to advocate and lobby on behalf of their members, local governments are better equipped to participate in the political dialogue on local development policies with various partners such as civil society, the private sector, the national government and international donors like the
European Union. |
