Developing Communication and Lobby Strategies

Local government associations are established in order to function – among other things – as representative bodies of local governments towards national and international institutions. The ARIAL programme aims at strengthening this advocacy and lobby role by organizing two regional trainings: the first aiming at improving the dialogue between local government associations and national/international institutions in development programmes, and the second training aiming at improving the communication and lobby strategies of local government associations towards national decision-makers and their members.

Emerging Local Government Associations Facility

 

Although the ARIAL programme’s main aim is to support and strengthen Local Government Associations (LGAs) in ACP countries, not in every ACP country is a LGA available. Therefore a section of the ARIAL programme focuses on the establishment of new or capacity building of emerging LGAs. This is ELGAF: Emerging Local Government Association Facility. Within ELGAF the LGAs receive support in their start-up period.

Support to Regional Umbrellas (RLGAs)

On the basis of the responses to the questionnaire that ARIAL sent out to all Local Government Associations in Africa, the Caribbean and the Pacific, the decision was taken to support the 4 existing Regional Local Governments Associations for the Caribbean, West Africa, East and Southern Africa. In the Pacific and Central Africa no regional umbrellas exist. All 4 have been enabled to recruit 2 staff members, to draw up a 2-year work plan and to strengthen their functioning on the basis of a needs’ assessment.

Establishment of new or capacity building of emerging LGAs

Past Activities

First set of trainings for LGAs

The first set of regional trainings of the ARIAL programme took place in November and December 2011. This training provided local government associations with the necessary knowledge on how to assume their role in the dialogue on development policies with national institutions and development partners (especially the EU). The local government associations learned about the basic roles of these organizations, as well as the content of the existing policies/projects and upcoming programming concerning local governments.
